The article analysis of state support mechanisms for resource provision in the agro-industrial complex (AIC) during 2023–2025 demonstrates a high degree of adaptability of Russian agricultural policy to changing macroeconomic and external economic conditions. During the period under review, the state effectively performed the function of an industry stabilizer under crisis-driven external factors and subsequently transitioned to the role of a strategic “architect” of technological development within the AIC. Quantitative financing parameters reaching approximately 0.5 trillion rubles annually, combined with qualitative transformations in the structure of subsidies, indicate a targeted policy aimed at achieving technological sovereignty in the sector. The outcomes of state policy implementation are reflected not only in the preservation of stable agricultural output volumes but also in the creation of conditions for qualitative advancements in plant and animal breeding, modernization of the material and technical base, and accelerated digital transformation of the agro-industrial complex. At the same time, the future trajectory of sustainable development in the sector largely depends on the ability of the public administration system to reduce the dependence of support mechanisms on banking interest rates, as well as to ensure equal and efficient access to resources for all categories of agricultural producers, regardless of their scale and organizational and legal form.
