In recent decades, special attention has been paid to the issues of rational use and conservation of land resources. Throughout the country, especially in the north-west and Siberia, there is currently an increase in the area of land covered with forest vegetation. Since the beginning of the 90s, in the forest regions of the Russian Federation there have been lands abandoned after agriculture and later unused. Currently, these lands have fallen out of circulation and still remain unregistered in the Unified State Register of Real Estate. Previously, cereal crops were grown on this territory — spring wheat, there were pastures and hayfields, now the fields and meadows are overgrown with trees and shrubs, this is clearly visible from interpreted satellite images and orthophotomaps of different years (1975, 2000, 2010, 2018, 2023). In relation to this territory, the benefit for the state from the use of these lands was calculated by calculating the cadastral value, costs and income, and net profit for both logging and restoration of arable land. This work also takes into account the regional characteristics of the region, the demographic state and the preservation of the country’s natural wealth. The above calculations showed that the restoration of arable land is not an economically viable solution, and instead, an effective option is to use these lands as forests. In the context of demographic and economic changes in the region, forestry is becoming a more efficient and economically profitable industry, requiring fewer qualified specialists.
