Introduction. The article presents a comprehensive economic and legal study of the Federal State Information System for Traceability of Pesticides and Agrochemicals (FGIS Saturn), operating on the basis of the Federal Law of 19.07.1997 No 109-FZ "On the Safe Handling of Pesticides and Agrochemicals". Materials and methods. Through the analysis of the dynamics of legislation (including the fundamental changes of 2020 introduced by Federal Law of 30.12.2020 No 522-FZ, and the upcoming innovations of 2027 provided for by Federal Law of 09.04.2026 No 89-FZ), the process of institutionalization of the supervisory function into the digital infrastructure of state control is investigated. Results. The paper reveals a contradiction between the declared information and accounting function of the system and its actual impact on the economic turnover of agrochemicals, which leads to the phenomenon of "quasi-licensing". Discussion. Based on a comparative analysis of a similar system (FGIS "Zerno"), the authors argue the need for a functional separation between information activities and state supervisory activities, and propose specific legislative solutions to dismantle the mechanisms that block the circulation of safe products due to the shortcomings of the information system.
