Food security is one of the basic components of the country's national security system. Ensuring independence from imported seed material, animal breeds and crosses of poultry of foreign selection is of paramount importance for solving the problems of its implementation. The aim of the study is to analyze the system of domestic breeding and seed production by decomposing its elements, identifying their external and internal relationships in order to substantiate priority areas for improving the efficiency of functioning, taking into account the existing resource constraints of the domestic agro-economy and growing external economic challenges. The article developed a structural and functional scheme of the selection and seed production system, adapted to the specifics of the Russian agro-industrial complex. The factors that determine the effectiveness of its functioning and innovative development are identified and ranked according to the degree of significance. An analysis was made of the actual provision of Russian agriculture with seeds of domestic selection and a list of agricultural crops was determined, for which it is necessary first of all to provide producers with their own seeds in response to the existing sanctions restrictions. The features of assessing the achievement of the threshold value of food security for seeds of domestic selection in the country are determined. The existing achievements and prospects in providing agricultural producers with seeds of domestic selection for the most problematic crops (sugar beet, corn, oilseeds and vegetables) are analyzed. The priority directions of restoration and development of their selection and seed production are substantiated. The results obtained in the course of the study are compared with the results of studies in a similar subject area published in leading periodicals. The results of the study can be used in the development of programs for the restoration and development of national selection and seed production.
