This paper examines the problem of degradation of rural settlements in Russia, where about 98% of 155 thousand settlements are rural. The continuous migration of the population to urban agglomerations leads to the devastation of rural areas. In response to this situation, the Government of the Russian Federation in 2021 proposed a "Strategy for the spatial development of the Russian Federation for the period up to 2025", with the help of which both the improvement of the urban and rural settlement system and the territorial organization of the economy will take place. By studying theories on the creation of standard models of spatial development, as well as modern normative legal acts, it is possible to conclude that there is no clear standard methodology and criteria for identifying promising settlements, since each region has its own characteristics both in natural conditions and socio-economic ones. The selection and compilation of a development model should be individual for each territory.
