DEVELOPMENT AND TERRITORIAL DIFFERENTIATION OF THE HOUSING MARKET IN PERM CITY

Abstract (English):
This study is motivated by the pronounced spatial differentiation of the housing market in Perm and the need to develop strategies to reduce this inequality and improve access to quality housing. The aim is to analyze the patterns of development and spatial differentiation of Perm’s housing market in order to identify the factors behind price disparities and to develop recommendations for mitigating these imbalances. The study uses data on the housing market of Perm for 2020. Methods include geoinformation analysis (producing housing price heat maps) and statistical techniques such as analysis of variance (ANOVA) to reveal spatial pricing patterns. The results confirmed a significant influence of infrastructural differences on housing prices: central districts with well-developed infrastructure command much higher prices than peripheral areas. The market is segmented into classes (“Premium”, “Business”, “Comfort”, “Economy”) with different price levels. However, the analysis showed that segmentation by class alone is not the sole determinant of pricing due to high price variation within segments and the influence of other property characteristics. For example, in the mass-market segments, proximity to supermarkets noticeably increases housing prices, whereas in the elite segment this factor is less significant. It is concluded that a comprehensive consideration of both spatial and qualitative housing characteristics is necessary when formulating urban housing policy. Recommendations are proposed regarding the development of infrastructure in peripheral districts, the stimulation of affordable housing construction, and the implementation of measures to equalize price disparities.
