The article presents the results of a study of the problems of efficient use of resources (natural, labor, infrastructure) in rural agglomerations, focusing on two key factors: institutional barriers (regulations, bureaucracy, underdevelopment of local government) and economic incentives (investments, government support, market mechanisms). The study showed the imperfection of institutions with land registration or the absence of cooperatives, which acts as a deterrent, despite the available resource potential. Based on the analysis, optimization methods are proposed through a combination of regulatory reforms and economic instruments (tax incentives, cluster initiatives). Using the example of specific agglomerations, the elimination of institutional imbalances that enhance the return on resources, ensuring sustainable rural growth, is shown. The purpose of the study is to determine the optimization of the resource potential of rural agglomerations based on institutional constraints and economic incentives. To achieve this goal, the following tasks are defined: to study the problems of efficient use of resources (natural, labor, infrastructure) in rural agglomerations, to determine the optimization of the resource potential of rural agglomerations based on institutional constraints and economic incentives. In the course of the research, methods of statistical and economic analysis were used: the dialectical method, methods of situational, dynamic, economic and statistical analysis, methods of economic and mathematical modeling, expert forecasting and expert assessment, tabular and graphical interpretation of empirical and factual information, correlation and regression analysis and factor analysis. The information base of the study was made up of statistical data and information-analytical materials of the Federal State Statistics Service, materials presented in scientific literature, periodicals and the Internet, materials of scientific and practical conferences, monographs, articles of periodicals. Conclusions: as a result of the conducted research, it was determined that effective resource management requires not only investments, but also adaptation of the "rules of the game" to the specifics of rural agglomerations.
