Abstract (English):
The article discusses actions and measures to improve the efficiency of using forest land on the basis of long-term lease agreements. In order to improve the efficiency of the use of forest fund lands on the basis of long-term lease, it is proposed: The lease of a land (forest) plot should largely depend on the amount of land rent of the corresponding forest area, rather than on the quality of wood on this plot. In a market economy, market-based economic methods of managing the country's land (forest) resources are necessary. It is extremely important to involve the right of long-term lease in civil circulation and create a market for the right of lease on this basis, introduce lease with assignment, pledge of the right of lease, and include this right for land plots in authorized funds, as well as the possibility of including the right of lease in accounting statements as an important development asset. In the modern world, long-term leasing is becoming increasingly important. For forest lands, which are owned by the federal government under Article 8 of the Forest Code of the Russian Federation, long-term leasing is one of the primary methods of utilizing these valuable resources. The land market for forest lands should prioritize long-term leasing transactions and ensure proper government oversight and management.
