DESIGNING A WASTE DISPOSAL FACILITY: FROM CHOOSING A LAND PLOT TO CALCULATING PAYBACK

Abstract (English):
The article discusses the current problem of waste disposal of hazard classes II and III, in particular, used car batteries, in the context of their increasing accumulation in Russia. Using the example of the Novosibirsk region, it is shown that in 2023, the volumes of waste processing and neutralization decreased by 63% and 98%, respectively, compared with 2022, which worsens the environmental situation. The paper analyzes the existing methods of processing this type of waste, considering the current regulatory requirements governing both the technological aspects of recycling and the conditions for the placement of specialized enterprises. Based on the analysis, a comprehensive technological scheme of the processing facility has been developed, including the choice of the optimal disposal method and justification of its location. As part of the study, a set of design solutions was carried out, covering the development of a master plan for a land plot, considering the requirements for engineering infrastructure (water supply, electricity, pavement) and technological equipment. Safety issues are given special attention: calculations of the necessary capital expenditure have been carried out. The implementation of the proposed solutions will significantly improve the environmental situation by introducing modern technologies for processing hazardous waste and creating an effective system for their disposal, in Novosibirsk region and also in the Russian Federation.
